Gov. Nixon Announces New Homeland
Security Grants Totaling $8.6 Million

JEFFERSON CITY -- Governor Jay Nixon today announced that Missouri will receive federal grants totaling more than $8.6 million for seven homeland security programs. The largest share of the money is for transportation security and is designed to keep critical infrastructure and transportation programs safe.

“The grant recipients will use the federal funds to further enhance their security. Our citizens and businesses will reap the benefits of these enhanced services,” Gov. Nixon said.
Almost $4.3 million dollars will assist ports in St. Louis and Kansas City enhance their capabilities for preventing and responding to a possible terrorist attack, including funding training programs. Almost $2 million will go to the St. Louis area to enhance security measures for Metro light-rail and bus service.

The transportation grant programs were directly awarded by the federal government. The remaining programs will be administered by the State of Missouri.

Missouri was allocated grant funds for the following programs:
Transportation Infrastructure Security Program Grants
Port Security Grant Program Awarded to:
Kansas City (Mid-America Regional Council): $1,621,783
St. Louis (East-West Gateway): $2,647,163
Transit Security Grant Program Awarded to:
St. Louis Bi-State Development Agency (Metro): $1,992,725
Freight Rail Security Grant Awarded to:
Alton & Southern Railroad: $100,000
Missouri & Northern Arkansas Railroad: $75,000
Dakota, Minnesota & Eastern Railroad: $16,000
Intercity Bus Security Awarded to:
Heartland Motor Coach: $8,497

Grant Programs Administered by the State Emergency Management Agency
Buffer Zone Protection Program: $600,000 (To increase preparedness of jurisdictions surrounding critical infrastructure and key resources.)
Interoperable Emergency Communications: $727,260 (To improve communications between multiple first responder agencies.)
Grant Programs Administered by the Missouri Department of Revenue
Driver’s License Security Grant Program: $833,717 (To redesign driver's licenses to enhance security features.)

Note: The Transportation Infrastructure Grants are in addition to the Homeland Security grants Missouri will receive for the Homeland Security Grant Program (HSGP), the St Louis and Kansas City Urban Area Security Initiative program (UASI), the Metropolitan Medical Response System (MMRS), and the Citizen Council Program (CCP), which will be awarded later in the year.
