The Department of Public Safety would like to welcome Steve Devine and JD Simmons to our interoperable communications project team. Steve joined the department on November 1 as our Interoperability Program Manager.  He will be focusing on the Public Safety Interoperable Communications (PSIC) grant, local agency outreach and other duties. He returns to working with state government from BearingPoint consulting, where he was a public safety 700 MHz business development manager.  JD joined us on December 16 as our Interoperable Communications Specialist.  He will be working with Steve on a daily basis with activities related to improving our disaster recovery and emergency management communications, and will help align our state interoperability efforts with needs in the area of emergency management.  In this role, he will work both with the DPS Director’s Office and the State Emergency Management Agency.  JD recently returned to Missouri after service with the US Department of State, Diplomatic Security Service.  JD served as program manager of technical investigations and collaborated with other entities and agencies on advanced technology global initiatives.

State Interoperability Executive Committee (SIEC)

An executive order reorganizing the State Interoperability Executive Committee (SIEC) was issued, placing it under the HSAC as an official sub-committee. The executive order further required a state communications strategic plan be developed and presented to the Governor by October 15, 2006. The strategic plan has been approved by the Governor. DPS, with input from the SIEC and members of the Regional Homeland Security Oversight Committees, prepared the plan. The SIEC has established three sub-committees to begin the process of developing an operational plan to implement the principles of the state communications strategic plan.

The SIEC strategic plan outlines a draft to establish and maintain a radio communications environment for publicsafety and critical infrastructure in Missouri.

The Missouri Statewide Communications Interoperability Plan

The Chief Interoperability Officer submitted the State’s State Communications Interoperability Plan to the Department of Homeland Security and Department of Commerce, National Telecommunications and Information Administration (NTIA) in December, 2007. Federal approval of the plan must be received before we begin implementation of the Public Safety Interoperable Communications grant.
